When trying to access when both allowed_users and admin_users were specified, I didn't get access as an unlisted user.

Things went smooth and I could draw from recent experience of upgrading AWS EKS to 1.24 in JMTE which required 129c297 and a766264. I'm tracking small fixes from things I've learned doing this in #2041.
