Summary of changes

This PR contains Nanostack patches for Mbed OS 5.15:

  • A lot of bug fixes to Wi-SUN protocol stack
  • Interoperability corrections to Wi-SUN protocol stack based on field tests
  • Wi-SUN S2LP, Atmel and MCR20a RF driver sync with development repository

This PR contains the same changes as PR #12481 that was created against Mbed OS master.

Impact of changes

Nanostack Wi-SUN protocol stack contains less errors and is working better with other vendors Wi-SUN stacks.

I am not able to fix jenkins-ci/greentea-test — Failure old status, so we shall ignore that one for now.
