This is a follow-up to my old PR #11048 and to bda86f0
Right now it cannot really work on older Navi1 cards because they need pytorch compiled with an older version of ROCm (5.2 or lower).
ROCm/Tensile#1862 is probably going to make those workarounds not needed anymore on those cards, but right now they are still needed (the PR is merged but not available yet on the stable ROCm builds)
I also found some time ago an old pytorch 2.0 nightly build, wich is at least a bit better than relying on the old 1.13.1
I also removed that horrible line wich was relying on bc and removed the --flag from Navi3's line (not needed)
