This adds support for the .Net core on both Windows and Linux via new
.NET Core 1.1.1 SDK & the new Visual Studio 2017. ALso added is the
Travis CI integration. The Travis part just tests the build on Linux, I
am stilli having issues with the `dotnet test` on old Trusty Ubuntu
provided by Travis. Also modified is the AppVeyor configuration to build
using VS 2017. One pending issue is to push the Nuget package generated
by two versions.
