The main reason for so many different dev dependency groups was to speedup CI jobs, but that isn't really an issue now that uv makes installing things so fast. Simplify them into a single dev optional dependency.
Delete the check-requiremnents job, which is redundant after consolidating the dev dependency groups into a single group.
Switch to using the newish setup-uv action over using curl or Hynek's third-party action
