New exit status for HTTP API errors, update log message

Use separate exit status when HTTP API requests fail to make it easier to distinguish between GitHub errors and other failures.

TODO:

• Add define for VIPGOCI_EXIT_HTTP_API_ERROR.
• Use VIPGOCI_EXIT_HTTP_API_ERROR define in http-functions.php.
• Update tests
• Check status of automated tests
• Ensure PHPDoc comments are up to date for functions added or altered
• Changelog entry (for VIP) [ Changelog for version 1.3.3 #312 ]
