[Spike] Surfacing virtual pages in the wordpress.com/pages UI

This ticket is a WIP. I'm getting my thoughts together as I write it.

For MVP of the Pattern Assembler we have a number of "supporting work" items to make the user experience smoother. One of these items is surfacing "virtual pages" in https://wordpress.com/pages.

What are virtual pages?

• page templates that exist but historically users could not edit
• https://developer.wordpress.org/themes/template-files-section/post-template-files/
• the page template we'll be using
