feat: Use poseidon for fn selectors

Switches selectors to use poseidon instead of keccak. A new function to handle hashing bytes with poseidon is added in noir, ts and the aztec_macros.

Metrics with a significant change:

• protocol_circuit_simulation_time_in_ms (private-kernel-tail-to-public): 1,510 (+121%)
• avm_simulation_time_ms (FeeJuice:_increase_public_balance): 137 (+208%)

Detailed results

All benchmarks are run on txs on the Benchmarking contract on the repository. Each tx consists of a batch call to create_note and increment_balance, which guarantees that each tx has a private call, a nested private call, a public call, and a nested public call, as well as an emitted private note, an unencrypted log, and public storage read and write.
