Overview/Summary

This pull request to the infra-as-code/bicep/modules/managementGroups/README.md file replaces the az deployment tenant create command with the az deployment mg create command to create a management group deployment for the scope escape version instead of a deployment to a tenant.

This PR fixes/adds/changes/removes

1. Fixes Invalid argument in the management group deployment examples #680
