docs: update for new accelerator update process

Overview/Summary

The update process has been changed to simplify it, so the docs are being updated accordingly.

This PR fixes/adds/changes/removes

1. Enhancement - Update the .env file upstream_release_version automatically as part of Bicep upgrade process #691
