Enhancement: Update api versions for policy defs and subscription resources and add clarity for resource lock param desc.

Overview/Summary

Add some general enhancements to parameter descriptions for resource locks as well as updated outdated API versions.

This PR fixes/adds/changes/removes

1. Added clarity for resource locks parameter descriptions.
2. Update API versions for subscription resources (subscription placement module) and policy definition resources (custom policy definitions modules/MC custom definitions module).

Breaking Changes

1. None

Testing Evidence

Deployed updated API version resources over the top of previous release with no issues.
