chore: add release action to generate artifacts for accelerator

Overview/Summary

This PR is to add an action that will generate and add artifacts to any release that is created. These artifacts are archive files that just contain the minimum set of files required by the accelerator.

The pipeline will be tested with the PR trigger to see that the generated artifacts look as expected.
