Hotfix: Minor assignment HotFix to address repeated deployment conflict

Overview/Summary

This pull request includes changes to two JSON files in the eslzArm/managementGroupTemplates/policyAssignments directory. The changes involve updating the names of certain policy assignments.

Changes:

• eslzArm/managementGroupTemplates/policyAssignments/DENY-DINE-APPEND-TLS-SSL-PolicyAssignment.json: The name of the deployEncryptionInTransit policy assignment was updated from Enforce-TLS-SSL to Enforce-TLS-SSL2.
• eslzArm/managementGroupTemplates/policyAssignments/DINE-MDFCConfigPolicyAssignment.json: The name of the azureSecurity policy assignment was updated from Deploy-MDFC-Config to Deploy-MDFC-Config2.
