[Functions] Upgrade to Microsoft.Web API version 2023-12-01 and add support for creating function apps on container apps

Description

This PR fixes:

• Upgrade Az.Functions to use the Microsoft.Web API version 2023-12-01 #25347
• [Feature]: New-AzFunctionApp should support the creation of function apps on container apps  #22736
  • Cmdlet review for the new parameter set: https://github.com/Azure/azure-powershell-cmdlet-review-pr/issues/1419
