Investigate the potential benefits of using version ranges when declaring dependency versions in Maven. If it is determined beneficial to use them this issue will track updating all version management, compilation, and API review tooling to support version ranges as well.

Dependency ranges aren't commonly used in Maven, and based on community feedback either cause more problems than they resolve or aren't well received. Closing this issue as won't be done.
