Update Promptflow CI, use pfazure to submit flow run #1976

This PR includes the following changes:

  1. Use pfazure to submit flow run for testing instead of pf_client.
  2. Add spell check ignore words for playground_ayod_rag.

Example CI run is available here

Why use pfazure to submit flow run for testing instead of pf_client:
pf_client is not commited to remain unchanged, and any internal changes to pf_client may break this CI.
Therefore, we're using pfazure to submit a flow run test, as it is the current recommended method.
