Showers no longer are useless for contamination above 0 but below 18 #2448

About The Pull Request

Basically, for some reason, showers currently are unable to wash off as much contamination as background_radiation * 2, despite one being some background neutrons flying around, and the other being contamination in clothing / on things right now.
This makes removing the last 18 contamination on targets very prolonged, pretty much requiring SSU use.
This PR removes that limitation, making showers always remove 20% of current contam per tick.

Why It's Good For The Game

Green outlines are funny but also kind of dangerous.

removes the lower bound from shower contam removal to prevent VERY persistent 18 contam leftovers.
Why is the contamination minimum 1 since 3 years anyways? Oh well, not my problem!
