Adds the following Integer Convars:
ea_adminCooldown:kickea_adminCooldown:banea_adminCooldown:unbanea_adminCooldown:teleportea_adminCooldown:spectateea_adminCooldown:freezeea_adminCooldown:screenshotea_adminCooldown:warnea_adminCooldown:muteea_adminCooldown:slapThese convars default to 0, meaning no change in current behavior. If set to an integer other than 0, they will restrict an Admin from repeating that action for the number of seconds provided in the integer. This is very useful for servers that need to give perms to many staff members, to prevent abuse.
