Initial implementation of the bot.

Changelog:

• A simple /shuffle command that will find everyone in a category and move them to separate voice channels
• Ignores the lobby channel for newcomers
• Verifies that only Board of Director members can use the command
• Makes sure only one shuffle can happen at once
