Purpose of change
When I first made the matrix elixirs, it was my idea that they would be more widely used because it's a very survivor way to gain access to psionics (finding these weird crystals? Grind them up, refine them, drink the results), but I'm not sure I've heard of anyone ever using them. Also, the photokinetic and electrokinetic elixirs still aren't in the game.
Describe the solution
Add the missing photokinetic and electrokinetic elixirs. The electrokinetic one protects you from electricity (slightly) and EMP and damages enemies who attack you, the photokinetic one lets you glow at will and cures radiation poisoning.
Edit all elixirs so they raise your Nether Attunement passively while in effect. I said in #76458 that the black liquid is not supposed to be a magic potion you drink to raise your power but that's basically exactly what these are.
Add an extra survivor version of the recipe developed after the Cataclysm. It's much harder to understand, since you're reading someone's scrawled notes instead of a well-formulated official document, but it provides the same results. Put it in survivor houses and on feral survivors or survivor zombies at a low chance. Also make them have a chance to drop the elixirs.
Make the elixirs only work on people without the Headblind trait. They work by activating the drinker's potential psionic ability and focusing it through the matrix crystal in their body, but anyone with Headblind does not have any potential psionic ability.

Testing
New elixirs work, electrokinetic elixir correctly removes Jittery if you did not have it previously and does not remove it if you had it previously, new recipe book appears in itemgroups and teaches the appropriate recipes, elixirs raise your Nether Attunement.
Additional context
Magiclysm was due to unclean master, now fixed.
