Bugfixes "Fix move cost effect of stillsuit"
Purpose of change
According to its description, it should increase move cost, not decrease. And that effect should only be available when worn.
Also added the flag ONLY_ONE to stillsuit to prevent players from wearing 2 stillsuits to reduce their thirsty speed by 60%.
