Purpose of change
We don't have an active macOS developer and we've been struggling to fix the CI build failure for a month now.
Describe the solution
Move the macOS CI job to the end of the list so it doesn't stop other, more important jobs from running. It'll still be there and fail every time to remind us that we're imperfect stewards.

Buying a MacOS and learning its snowflake intricacies.
Abandoning the universal build and shipping separate arm and x86 builds.
