Purpose

Implement UI for Admins to create and edit events in the Programs page

Description

Implement UI for Create and Edit Buttons on Programs Page referencing the Izzy's designs on Figma

• Add Create Event Button
• Add Edit Event Button
• When the "Create Event" button is clicked, a modal should pop up with the specific fields (reference Figma)
• When the "Edit Event" button is clicked, a modal should pop up with the specified fields and all fields should have the same content as the current event information
• All fields need to be required for both modals
