feat(oracle): remove extra gas charge

removed check if price is requested on price submit since although offchain worker checks for price to be requested before sending a transaction, by the time it gets processed it might not be requested anymore thus will charge oracle extra fee.

added a check for price to be requested before rewards are distributed among oracles to save compute power
