This is WIP PR to track the extradata changes to remove proposal seal. The PR also adds changes to genesis including the new
qibftBlockconfig.The code changes are completed and tested.
go.modchanges are remaining, onceqibftquorum branch is merged and a new version released,go.modandgo.sumwill be updated.Do not Merge
