This project is using ember-cli 2.13, which is obsolete and not receiving patches

We should upgrade to an LTS release: https://emberjs.com/releases/

One recent issue is that the 2.x projects were created with PhantomJS to run command-line tests. PhantomJS development has been suspended and does not support ES2017 features. ember 3.x projects created use headless chrome to run tests, which is actively developed.
