feat: added OptIn tool for autoUpdate options

Behavior:

• the first time you open this version (and subsequent ones) of Bazecor, you will be asked for your preference, it will then be stored and you wont be asked again at startup
• to later change your choice, you will have a toggle in preferences/application to enable the auto-update system again, or disable it.
• the disable procedure prevents the library from being called, so it should avoid any issues with undesired library effects.
