Purpose
This change removes most of the code for anything "issues" related, including the database service, endpoints, api tests, issues crud functionality and front end routes/comps.
additionally this updates the dashboard slightly to add status and summary columns and links the id to a page where the record details can be viewed.
the real question with this pr is... is there anything being removed that we should keep for use in the future, any pettern or code that would be helpful to look back on if needed?
