[BUG] bump arrow2 to use copy ptr instead of from_raw_parts

• fixes an issue where we have non-type-aligned buffers passing into arrow 2 with https://doc.rust-lang.org/std/slice/fn.from_raw_parts.html#safety
• Newer versions of the rust complier introduce a check for type aligned pointers.
