Bump cookie and netlify-cli

Removes [cookie](https://github.com/jshttp/cookie). It's no longer used after updating ancestor dependency [netlify-cli](https://github.com/netlify/cli). These dependencies need to be updated together.

Updates `netlify-cli` from 17.36.3 to 17.37.1
