Make clear weather a bit quieter and remove noticeable bird song from the loop

• Turn down audio to 60 in the json
• resample the clear spring audio to remove the very noticeable song at the begining and make the loop longer

Weather clear spring is something we hear a lot more than the other in game and that bird call was starting to get on my nerves. Some noticeable calls are still in there but hopefully with one less and a longer loop it gets more discrete
