Alumina and silicon dioxide changes

-Buffs amount of aluminium in ores to the levels from before Chemical rebalance and Aluminium line changes. (Nerf was probably unintended and it was ~-60% yield from all alumina ores so this PR buffs those ores by 2.5x) - reverses nerfs and makes those ores Chemical Rebalance Certified®
-Makes most ores output Alumina and silicon dioxide, some ores ale left as is (e.g. lapis, lazurite and sodalite)

This changes will make MV progression easier since alumina won't be a very scarce material, simplifies aluminium production early game

Some ores have changed electrolyzer recipes:
Spodumene 10 -> 20
Jade 10 -> 20
Potassium Feldspar 13 -> 26
Kaolinite (Cells) 9 -> 2
Clay 13 -> 25
Topaz 10 -> 13 (blue topaz stays the same since normal topaz being 10 was a mistake made sometime earlier)
Pollucite - more changes (7-> 22 dusts, cell 2->1, different fluids)
Alunite - more changes (20 -> 52, cells 6 -> 11)
Mica - no cells required
Lepidolite cells 10 -> 4
Biotite 16 ->44 , cells 4 -> 11
Tanzanite 16 -> 44, cells 7 -> 5
Glauconite (both sand and dust) - 13 -> 21, cells 4 -> 6
Vermiculite 21 -> 29

why are you added alumina electrolysis? that already seems to exist in 2.3.2.
