Notifications count inconsistencies #189

A user reported this issue during testing:

restarted the app
notification count showed 14
upon navigating to the notifications page, notifications count changed to 4
actual page showed only 1 notification

We'll have to think about how to better handle / explain incomplete gossiped data & count_links vs get_links results.
