Add net9.0 target

This pull request includes updates to various .run.xml configuration files to ensure compatibility with .NET 9.0 and to remove the .exe extension from executable paths.

Changes to .NET version:

• Updated the PROJECT_TFM option from net8.0 to net9.0 in all relevant .run.xml files. [1] [2] [3] [4] [5] [6] [7] [8] [9] [10] [11] [12] [13] [14] [15] [16] [17]

Changes to executable paths:

• Removed the .exe extension from the EXE_PATH option in all relevant .run.xml files. [1] [2] [3] [4] [5] [6] [7] [8] [9] [10] [11] [12] [13] [14] [15]
