add docs for compute router peer new fields

Fixes hashicorp/terraform-provider-google#4494

Adding documentation for added fields: advertise_mode, advertised_groups, advertised_ip_ranges.

This also addresses the diff issue where now advertise_mode will not show a diff when going from "" to the default value DEFAULT
