Followup to #2615
I ended up changing
ip_allocation_policymore than anticipated, so it's probably worth noting that its behaviour will change. While I expectcreate_subnetworkusership to be moderately low,ip_allocation_policywill have many more users so I gave it it's own entry.Release Note Template for Downstream PRs (will be copied)
