Add line to "terraform apply" deletion_protection

Background

• This is a follow-up to Add "# deletion_protection = false" to main.tf #2241 (where I didn't terraform apply the changes to deletion_protection).
• According to this StackOverflow, after setting deletion_protection to true (in the Terraform code), we have to then terraform apply before terraform destroy.

Change Summary

• This pull-request updates:
  1. the instructions
  2. the DeployStack test

lgtm. The new clean up process can be confusing. I recommend either to resolve the problem in the deployment process that will allow to remove delete_protection settings or to simplify the clean up process by advising to delete the cluster and accompanying resources, if any.
