I did that it doesn't work it says OSError permission denied

It means that your user has no write permissions to the installation directory
Perhaps when you were trying to install it SD WebUI was running as well or smth went wrong and temp folders weren't deleted by the package manager
Go to the c:\users\janis\desktop\stable-diffusion-webui\venv\lib\site-packages and see if there are any folder with names start from '~' - delete them and try again
