What:
Added contributing file. So anyone interested can find relevant information how to start contributing.

it would be neat to add some information on how to setup a working dev environment to code. When I started looking to contribute to GTCE I had to look at the tinker's construct github to find what I was missing to correctly setup my dev workspace.

I have reviewed with some grammatical changes and sentence reformatting. In addition, I agree that a "Getting Set Up" section for anyone who knows coding would also be useful.
