Fix Semaphore and Condition documentation generation

Core types should be compatible between targets in order to have documentation generated
Differences between targets in from and to in sys.thread.Semaphore and sys.thread.Condition break API doc generation.
I'm disabling doc for sys.thread.Semaphore and sys.thread.Condition for now, but this should be addressed in some way.
