Update json to fix East/West building orientation.
Content of the change
Swap _W & _E in json files for commercial buildings, parks.
Testing
I composed the tileset and checked the overmap using a mega city to confirm changes worked & don't cause errors.
Additional information
Simple swap in the json's IDs order so it is NWSE instead of NESW.
