The PR proposes to rewrite current implementation of
dpnp.cov
.The idea is to estimate covariance matrix through existing dpnp and dpctl methods which are assumed to be improved and which have to demonstrate a better performance, rather than using OneDPL functions like in current implementation of
dpnp_cov
from the backend.The PR is issued by #1398 .
