The CHANGELOG file has been removed on backend, but its still referenced on the cabal project. This is causing the build to fail.

govtool/govtool/backend/vva-be.cabal

Lines 22 to 23 in 8522c3d

extra-source-files:
CHANGELOG.md

Shouldn't we retain the changelog file?
