Fix #2717

I am also trying to update the Rmath-julia sources, so if that looks good, we might as well bump to a new version.

This must change the version number and require Julia v1.6

I am just building the same Rmath-julia version from upstream though. Do I still need a change? If so, I'll tag the new upstream version I am preparing. Just wanted to see if the experimental goes through.

Yes, because the registry can't have different compat bounds for versions that differ only in the build number. Since we must require Julia v1.6 we also must change version number. This is the reason why building packages for the new platforms is going to be complicated
