Description:

Adds a new parameter option (default on right now, but that can obviously be changed) to have a scaling economy penalty.
This would increase the resource costs for all build menu items times the number of FOBs the players have built.
The idea came from playing Lib and noticing that very often after a certain point the resource cost of most things can become a non-issue. This can add an extra layer of thought in whether to build that next FOB or not. Think of it like the cost of maintaining the supply lines between all the FOBs.

This is really quite literally just a shower thought I had, only something for people who really want to push themselves in Lib.
