When the build script cannot locate a proper libtorch install, it defaults to downloading it from the main PyTorch website. One drawback is that this happens silently so may well happen when rust-analyzer starts etc.
Instead this turns the libtorch download to an opt-in feature.

Similar to #458 but adapted to the latest build script (that can use a PyTorch Python install), provide some detailed error message, and fixes the CI.
