We need to create protocol spec for the introduction of LIP Punish BFT violations

Motivation

To validate the implementation of LIP Punish BFT violations

Acceptance Criteria

Create protocol-spec for the proof of misbehavior transaction
Generate all 3 cases for contradicting headers
