getSignatures and getTransactions from the network is not working #3591

Expected behavior

getSignatures and getTransactions should obtain the signatures and transactions from the pool.

Actual behavior

It fails before processing the signatures or transactions

Steps to reproduce

Start the node and observe the error, failed to get signatures (or transactions) from the network

Which version(s) does this affect? (Environment, OS, etc...)
