When XPrivacy just got updated and the update service is slowly doing its job, if we open the XPrivacy application then it shows a message indicating that XPrivacy is not enabled and it opens XPosed Installer.
If we wait for the update service to finish and we open the XPrivacy application, then we get the expected message: "you need to reboot your device".
What I would expect if I open the XPrivacy application while the update service is running is a message saying that the service is running in the background and I have to wait.

Or, is the update service able to recover if it is unexpectedly stopped?
The update service is able to recover. A message that the update service is running is not easy to implement. The services runs independent of the UI and it would require communication to see if it is running.
