Learn about vigilant mode. 
fix: proxyConfig options and defaults

Fixed up `PolykeyAgent`'s proxyConfig to align with the `Proxy`'s parameters. Updated config defaults to align as well.

Fixed up failing test in `certchain.test.st` as well.
